புதிய கல்விக் கொள்கையின் ஏபிசி திட்டத்தை அமல்படுத்தும் சென்னை பல்கலைக்கழகம்

சென்னை பல்கலைக்கழகம் ஏபிசி திட்டத்தை அமல்படுத்துவதை அகில இந்திய கல்விப் பாதுகாப்பு கமிட்டி, தமிழ்நாடு வன்மையாகக் கண்டிக்கிறது.

ஒன்றிய பாஜக அரசாங்கம் அமல்படுத்திவரும் தேசிய கல்விக் கொள்கையின் ஒரு பகுதியாக அகாடெமிக் கிரெடிட் வங்கித் திட்டம் (Academic Bank of Credit – ABC scheme) உள்ளது. உயர்கல்வியை இணைவழிக் கல்வியாக்குவதன் மூலம் அதனை தனியார்மயம், வியாபாரமயம் ஆக்குவதற்காகவே இந்த ஏபிசி திட்டத்தை யுஜிசி அறிமுகப்படுத்தியது.

ஒரு பல்கலைக்கழகத்தில் பயிலும் மாணவர்கள் நாட்டின் எந்தப் பல்கலைகழகத்திலும் 70% பாடங்கள் வரை இணைய வழியில் பயிலலாம் என்ற ஏபிசி திட்டம் பல்கலைக்கழக அமைப்பிலும் உயர்கல்வியிலும் பெரும் குழப்பத்தையும் சீரழிவையும் ஏற்படுத்தும் அபாயங்களை கொண்டுள்ளது. அரசுப் பல்கலைக்கழகங்களில் ஆசிரியர் பற்றாக்குறை நிலவும் சூழலில் தனியார் பல்கலைக்கழகங்களை நோக்கி மாணவர்களை தள்ளுவதே ஏபிசி திட்டத்தின் விளைவாக இருக்கும் என்று கல்வியாளர்கள் அச்சம் தெரிவித்து இத்திட்டத்தை எதிர்த்து வரும் வேளையில் அதனை சென்னை பல்கலைக்கழகம் அமல்படுத்தியிருப்பது வேதனை அளிக்கிறது.

தமிழ்நாடு மாநில அரசாங்கம் தேசியக் கல்விக் கொள்கையை எதிர்த்து வரும் வேளையில் அதையும் பொருட்படுத்தாது சென்னை பல்கலைக்கழகம் மிகவும் நாசகரமான இந்த ஏபிசி திட்டத்தை அமல்படுத்தியிருப்பது அதிர்ச்சி அளிக்கிறது. ஏபிசி திட்டத்தின் படுபாதக பின்விளைவுகளை சரியாக ஆராயாமலும் கல்வியாளர்கள், ஆசிரியர்கள், மாணவர்களின் கருத்தைக் கேளாமலும் அவசர கதியில் சென்னை பல்கலைக்கழகம் ஏபிசி திட்டத்தை அறிமுகப்படுத்தியதை அகில இந்திய கல்விப் பாதுகாப்பு கமிட்டியின் தமிழ்நாடு மாநிலக் கமிட்டி (ஏ.ஐ.எஸ்.இ.சி) வன்மையாகக் கண்டிக்கிறது. சென்னை பல்கலைக்கழகம் இந்த நாசகார ஏபிசி திட்டத்திலிருந்து உடனடியாக வெளியேற ஏ.ஐ.எஸ்.இ.சி கோருகிறது.

இத்திட்டத்தை சென்னை பல்கலைக்கழகம் திரும்பப் பெரும் வகையில் குரலெழுப்புமாறு ஆசிரியர்களையும் மாணவர்களையும் ஏ.ஐ.எஸ்.இ.சி அறைகூவி அழைக்கிறது.

All India Save Education Committee strongly condemns the implementation of ABC Scheme by University of Madras

The Academic Bank of Credit (ABC) scheme is a part of the National Education Policy 2020 (NEP 2020) being implemented by the BJP led union government. The ABC scheme is basically an online education scheme that was introduced by the UGC as a step to further the privatisation and commercialisation of higher education.

The ABC scheme allows students from one university to study at any other university in the country up to 70% of courses through online mode. This has the potential risk of causing chaos and deterioration in University system and higher education. It is shocking that the University of Madras has implemented ABC scheme brushing aside the fears of the educationists that students of public funded Universities and colleges will be pushed towards private universities in the context of shortage of teachers in government institutions.

It is shocking that the University of Madras has implemented this disastrous ABC scheme at a time when the Tamil Nadu state government has taken a principled stand against NEP 2020. The Tamil Nadu State Committee of the All India Save Education Committee (AISEC) strongly condemns the hasty manner in which the University of Madras has introduced the ABC without properly examining the adverse consequences of it and without hearing the views of educationists, teachers and students of University of Madras. The AISEC demands University of Madras to immediately pull out of this disastrous ABC scheme. The AISEC also urges the faculty and students of University of Madras to protest against this disastrous move.
